Mr. President, either bring our children home or listen to General Douglas MacArthur's admonition, "It is fatal to enter any war without the will to win it." If you decide to keep our children there, then lead, follow or get out of the way. if things have changed, but have they improved.

The decision to go to war is political. The decision to end a war is political. But war itself is not. The president is expert at politics; the military is expert at war. The president must balance political realities with military realities. And during peacetime political realities often carry more weight than military ones. But during times of war, if military realities cannot carry more weight than political ones, should we even be at war?

We will not actually know how much money we will receive from the Assembly Government for next year until November, possibly December. That will leave us just three months to put everything in place before the start of the new financial year next April.

Nevertheless, based on Treasury and Assembly estimates, it already seems clear that over the next three years we will have to reduce spending by around Pounds 30 million. This means that every service needs to look for savings of around 15 per cent.

Q: Could you not increase Council Tax to plug the financial gap? A: Council Tax only makes up a relatively small proportion of council spending. To plug the gap of Pounds 30 million, we would have to increase Council Tax by around 60 per cent.

Even if the Assembly were to allow us to do so, which I very much doubt, I am sure that local taxpayers would not support such a move.

These are difficult times for many people, and we would not wish to add to the burden for local taxpayers by increasing Council Tax significantly above the rate of inflation. That leaves us with no other option than to reduce spending.

Q: How do you propose to save the Pounds 30 million needed? A: At the moment we are looking in detail at every single budget within the council to see how savings of around 15 per cent can be made. Some services may need to save more than this to protect other essential services which might be a higher priority.

This in itself is nothing new to us, as we undertake a similar exercise every year. This year, for example, we identified efficiency savings of Pounds 3 million and also found a further Pounds 4 million to meet certain priorities, particularly social services for older people, which is an increasing pressure as the number of older people is growing dramatically.

Freeze We have already virtually frozen recruitment, other than for essential posts such hello as staff in residential care homes, schools catering and the like.

We have also imposed a complete moratorium on all non-essential expenditure. We have also extended the pay freeze which we put in for senior staff last year, and this is likely to apply to all council staff for the next few years.

But the savings from this will be quite small in the context of a budget of more than Pounds 300 million, and will be nowhere near sufficient to meet the scale of the savings we are likely to need.

Q: How are you going about the task? A: Where possible, we are trying to save money without affecting our front-line services and to cut back on all unnecessary administrative costs.

But, saving Pounds 30 million over three years will inevitably have an impact on many of those services used by local people. A few weeks ago we had an all-day conference for all 74 of our elected councillors to start the process of examining the options.<

Rodney J. Ingram, 44, of Pine Avenue, admitted to third-degree criminal sale of a controlled substance and was scheduled for sentencing Dec. 10 by Judge Matthew J. Murphy III.

Murphy could sentence Ingram, a second-time felon, to as long as 12 years in prison. However, after huddling with the attorneys in the case, Murphy agreed to sentence him to something between two and five years.

Ingram specifically admitted to a crack cocaine deal with an undercover state trooper on Dec. 8 in the home he was living in at the time on 70th Street.

However, the original indictment also included a charge for selling crack from his city truck Dec. 16. Assistant District Attorney Susan B. Bjornholm said Ingram was arrested after police carried out a search warrant Miu Miu handbags on the truck.

The arrest, in a city sewer vacuum truck, occurred Jan. 21 near the intersection of Buffalo Avenue and 68th Street. Ingram had 4.2 grams of crack with him at the time, police reported.

In another arraignment Friday, Simeon D. Mokhiber, 30, of Moore Road, Lewiston, was hit with a double-barreled DWI indictment.

Mokhiber pleaded not guilty to misdemeanor driving while intoxicated, a lane violation and leaving the scene of a property- damage accident, stemming from an Aug. 11, 2009, collision at Niagara Street and John Daly Boulevard in Niagara Falls.

He also denied charges of misdemeanor DWI, first-degree aggravated Fendi wallets unlicensed operation and refusing a breath test, filed after a Jan. 27 traffic stop in North Tonawanda.

In Lower Hutt District Court, Carmelle Waihape, 19, and Puawaioterangi Munro, 26, pleaded guilty to disorderly behaviour for abusing police after the June 17 assault that left a mother of three seriously injured.

They were each fined $250 with $130 court costs.

Moana Katene-Grace, 20, pleaded guilty to disorderly behaviour and is expected to avoid a conviction if she meets conditions police set under the diversion scheme for first offenders.

Shavon Waihape, 23, was also arrested at the scene. Judge Peter Butler sentenced her to 40 hours' community work after she pleaded guilty to assaulting a police officer.

Police earlier withdrew charges of injuring that each woman faced.

A teenager has admitted taking part in the attack and her case is proceeding through the Youth Court. Two other women are yet to plead to charges of wounding.

WESTON PLACE - State police at Frackville said Jeremy Colosimo, 22, of Shenandoah, will be charged with driving under the influence of alcohol and several summary traffic violations relating to a one- car crash on West Place Road early Monday morning in this Schuylkill County village.

Police said Colosimo was operating a 2008 tiffany silver necklace Ford Fusion east at 1:48 a.m. when he drove off the road and struck a PPL pole. SHAMOKIN - Latasha Lynetta Jones, 26, of Erie, has been charged by Trooper Marc Yemzow of state police at Stonington with possession of a small amount of marijuana and possession of drug paraphernalia relating to a June 18 incident at the State Correctional Institution at Coal Township.

Police said a small amount of marijuana was found in a cigar tube and plastic bag during a search of Jones' vehicle in the prison parking lot. Drug paraphernalia was found in Jones' purse, police said.

Assault charges

SHAMOKIN - Christopher Harvey, 29, of 229 Meadowview Circle, Paxinos, has been charged by Patrolman Nathan Rhodes with simple assault, harassment/stalking and disorderly conduct in connection with a July 4 watches-s disturbance at Independence Fire Company.

According to a criminal complaint filed at the office of Magisterial District Judge John Gembic III, Harvey is accused of punching Keith Harden in the face, causing him to suffer a broken jaw that required medical treatment at Shamokin Area Community Hospital.

Police said the assault occurred around 2:40 a.m. in the bar room of the fire company.

Retail theft

SHAMOKIN - Molly Bell, 18, of 156 E. Independence St., Apt. 2A, Shamokin, and a 16-year-old Shamokin male were cited by Patrolman Shane Mowery for retail theft relating to incidents that occurred around 2 a.m. June 7 at Turkey Hill Minit Market on Lincoln Street.

Bell is accused of stealing chips and pretzels valued at $4.88, while the juvenile allegedly stole two packs of cigarettes and chip dip valued at $14.79.

Deodorant stolen

SHAMOKIN - Louise Trainer, 24, of 918 Race St., Shamokin, was cited by Patrolman Shane Mowery for retail theft for allegedly stealing body spray and deodorant from Rite Aid Pharmacy at 2:50 p.m. June 27. Police said the stolen items are valued at $10.78.

PFA violation

SHAMOKIN - Guillermo Ruiz, 46, of 3 S. Shamokin St., Shamokin, was arraigned at 3:40 p.m. Monday by Magisterial District Judge John Gembic III on a charge of violating a protection from abuse order.

According to a criminal complaint filed by Patrolman Shane Mowery, Ruiz is accused of telephoning his estranged wife, Vidalina Ramirez, 12 times between June 24 and June 25, and sending two text messages to the victim on June 25 at 58 Raspberry Hill.

A security guard stole a radio and radio charger from the 10300 block of Forest Hill Boulevard. He told one store employee that the items belonged to him and that no one should bother the items. The stolen items, valued at $1,100, were recovered. The man was not charged, but the store wants to press charges.

Two women found eggs had been thrown at their cars while parked at their homes. One woman lives in the 3900 block of Fieldview Way. The other women lives in the 11700 block of Rene Lacoste Place. No suspects were found.

THEFT

Two printers were stolen from a construction office in the 14700 block of South Road. The printers are valued at $1,000. No suspects were found.

A man stole a woman's purse from the 12200 block of Sag Harbor Court. The purse contained an electronic organizer, which the man's girlfriend agreed to pawn. The suspect's girlfriend was caught and arrested. The stolen item is valued at $100.

Someone stole a digital camera, Gateway computer, printer, jewelry and a credit card from the 11600 block of Laurel Valley. The stolen credit card was used at a Lake Worth store. No suspects were found.

AUTO BURGLARY

A wallet and fishing tackle box were stolen from a man's car in the 13300 block of Kingsbury Drive. The victim's car was locked and parked at his residence. No suspects were found.

A woman who worked at a store in the 500 block of State Road 7 confessed to stealing money out of the store's cash drawer. The woman said she took $420. She later said she only took $320. She was charged with grand larceny.

TRAFFIC

A woman Juicy Couture Charm Necklace was stopped by police while traveling westbound on Okeechobee Boulevard for reckless driving. The woman confessed that her driver license was suspended. Police also found cocaine and drug equipment in the car. She was charged with drug possession and driving with a suspended license.

BURGLARY

Someone entered a woman's home in the 1200 block of Chorus Way. The suspect stole 17 PlayStation games and a DVD movie. The items are valued at $694.

It was about 18 months ago, during a conversation over coffee, that Attorney General Rob McKenna decided to throw his support behind David Castillo, a first-time candidate who was mounting a challenge to U.S. Rep. Brian Baird.

The political sands have shifted since McKennas pledge: Baird opted to retire rather than run for re-election, leaving Castillo, state Rep. Jaime Herrera, R-Camas, and Democrat Denny Heck, among others, jockeying for position to advance beyond next months primary and into the general election.

What hasnt changed, McKenna said Tuesday inside a ballroom at The Heathman Lodge, is his belief that Castillo has the right experience, right convictions and the right skill-set to become the first Republican to capture the 3rd District since 1999.

I got behind David early, and I think he will be a great congressman, McKenna said.

Two key early endorsers of Castillos candidacy, McKenna and House Republican leader Richard DeBolt, R-Chehalis, made clear their support Tuesday morning in a fundraiser that drew about 75 supporters who watches-0-9 dined on eggs, potatoes and sausage at $35 a person.

I know that if David Castillo is elected, were going to get this state and this country on track, McKenna said.

DeBolt, under whom Castillo served as chief of staff, opted to support Castillo over Herrera, a member of his Republican caucus the past two years.

The House minority leader credited Castillo with Republican gains in the state House amid the nationwide Democratic landslide buoyed by President Barack Obama in 2008. He described Castillo as a hard worker with a track record of putting policy through to action, people through to commitment.

When David asked me to help him out, there was no hesitation, DeBolt said. He is the person that is meant to be in D.C. right now.

DeBolt introduced Castillo, a Centralia native and one of four children raised by a single mom, who broke from his regular stump speech Tuesday for a free-flowing exchange with supporters.

We made the decision to run not because its my blind ambition to become a congressman, said Castillo, referring to the choice made in concert with his wife, Calli. We made the decision to run because its my blind ambition to make sure my son has the same opportunities I had.

A former deputy assistant secretary at the Department of Veterans Affairs during the administration of President George W. Bush, Castillo has been in the 3rd District race since mid-2009.

He said he felt called to run because of concern over the direction of the country under Obama and the Democrat-controlled Congress.

Its unfortunate that it sounds trite to talk about the American dream, Castillo said, energy in the ballroom building as supporters rose to their feet. The American dream is under attack.

We are going to win because America deserves leaders of good conscience and character.

When handling civil cases that are scheduled for jury trials, I am confronted with two seemingly conflicting beliefs. The first is respecting the attorneys' right to file and try their cases. This is to be balanced with the recognition that the trial will likely yield an "all or nothing" result, leaving one of the parties angry and bitter. This is where the settlement conference can prove to be invaluable.

As a judge, I believe it is important to let the attorneys try their cases. Nothing can prove to be more disrupting or disheartening to a client than to have a judge "try" the case for the attorney. We don't "try" the case; we "preside over" the trial.

Recognizing this, however, does not relieve the judge of the responsibility of following the law. If summary judgment is appropriate, it must be granted. If sanctions are warranted, they must be imposed. If a plaintiff hasn't met his burden, a motion for directed verdict must be sustained.

The judge must also preserve and promote justice in the case. This is where mediation and settlement conferences come into play.

Judges are not ignorant of the costs of litigation, both financial and emotional. If I see a case that appears to me to be exacting too high a toll on the parties, I will talk to the attorneys about the case in chambers (actually in the jury room; it is larger), off the record. At this time, they can share the perceived strengths and weaknesses of all sides of the case.

It is important to note that at that meeting, each attorney is afforded the opportunity to present his or her analysis of the case uninterrupted. This demonstration of respect is central to maintaining the collegial nature of our otherwise adversarial process.
