excellent air support for the ground forces, minimizing the loss of American lives while maximizing success. But, there were civilian deaths because the enemy cowardly hides in civilian areas behind civilian shields.

And besides the bombing, Special Forces regularly executed night

General George S. Patton said, "Lead me, follow me, or get out of my way." Mr. President , are you listening? We are nearing the end of the president's second year in office and, as he promised, things have changed in Iraq and Afghanistan. But the question is not missions directed at selected Taliban leaders. The air support and the night missions were successful and saved American lives.

But the president ignored Sun Tze's advice, "The art of war is simple enough. Find out where your enemy is. Get at him as soon as you can. Strike him as hard as you can, and keep moving on." Air support for ground forces decreased more than 75 percent and the valuable and successful night raids targeting key Taliban leaders were nearly eliminated. Why? Why would the president reluctantly agree to give Gen. Stanley McChrystal more troops only to purposefully place them at unnecessary risk?

The logic for NBA-Jerseys the loss of air support ? Now that we have more ground forces, we can forgo some of the air support that resulted in civilian casualties. The result of this decision? Newspaper headlines succinctly answer the question. Shortly after the policy change on air support they read, "Airstrikes in Afghanistan drop by almost half" and "Coalition eases up on Afghan airstrikes." Now that his policy has been in place the headlines read, "Afghanistan war toll hit high mark," and "U.S. military death toll in Afghanistan reaches 1,000."

And why the dramatic decrease in Special Forces night missions? They are deemed "too violent" and too risky for the civilians in the homes christian audigier hiding the targeted Taliban leaders. Aren't these encounters supposed to be violent, overwhelmingly violent?

Well, how are Special Forces treated when they do their job? Remember the seal team that captured Ahmed Hashim Abed who was behind the ambush of four Blackwater guards in 2004, their bodies burned and dragged throughout the city, then hung from a bridge. The capture was violent, the seals risking their lives to capture Abed alive.

And the result of this daring and heroic capture? Maybe congratulations ? Maybe medals? Neither. Three of the seals faced charges because of the bloody lip Abed sustained.

Mr. President, either bring our children home or listen to General Douglas MacArthur's admonition, "It is fatal to enter any war without the will to win it." If you decide to keep our children there, then lead, follow or get out of the way. if things have changed, but have they improved.

The decision to go to war is political. The decision to end a war is political. But war itself is not. The president is expert at politics; the military is expert at war. The president must balance political realities with military realities. And during peacetime political realities often carry more weight than military ones. But during times of war, if military realities cannot carry more weight than political ones, should we even be at war?

The president, as commander-inchief , must provide his troops the resources needed to succeed. And not just to succeed, but also to succeed minimizing loss of American life and se

Leader answers questions on co

Q: How severe is the financial situation facing the council? A: In my 11 years as leader of the council, this is by far the most challenging situation we have faced. Every local authority is having to tackle the same problem, and because of the careful way we have managed the council's finances here in Carmarthenshire, we are better placed than most to deal with the challenge. I am sure readers will have seen the publicity around the problems facing many councils across Wales which seem to be in a much more serious situation than even we face.

We will not actually know how much money we will receive from the Assembly Government for next year until November, possibly December. That will leave us just three months to put everything in place before the start of the new financial year next April.

Nevertheless, based on Treasury and Assembly estimates, it already seems clear that over the next three years we will have to reduce spending by around Pounds 30 million. This means that every service needs to look for savings of around 15 per cent.

Q: Could you not increase Council Tax to plug the financial gap? A: Council Tax only makes up a relatively small proportion of council spending. To plug the gap of Pounds 30 million, we would have to increase Council Tax by around 60 per cent.

Even if the Assembly were to allow us to do so, which I very much doubt, I am sure that local taxpayers would not support such a move.

Ebel 1911 Two-Tone Certified Chronometer

These are difficult times for many people, and we would not wish to add to the burden for local taxpayers by increasing Council Tax significantly above the rate of inflation. That leaves us with no other option than to reduce spending.

Q: How do you propose to save the Pounds 30 million needed? A: At the moment we are looking in detail at every single budget within the council to see how savings of around 15 per cent can be made. Some services may need to save more than this to protect other essential services which might be a higher priority.

This in itself is nothing new to us, as we undertake a similar exercise every year. This year, for example, we identified efficiency savings of Pounds 3 million and also found a further Pounds 4 million to meet certain priorities, particularly social services for older people, which is an increasing pressure as the number of older people is growing dramatically.

Freeze We have already virtually frozen recruitment, other than for essential posts such hello as staff in residential care homes, schools catering and the like.

We have also imposed a complete moratorium on all non-essential expenditure. We have also extended the pay freeze which we put in for senior staff last year, and this is likely to apply to all council staff for the next few years.

But the savings from this will be quite small in the context of a budget of more than Pounds 300 million, and will be nowhere near sufficient to meet the scale of the savings we are likely to need.

Q: How are you going about the task? A: Where possible, we are trying to save money without affecting our front-line services and to cut back on all unnecessary administrative costs.

But, saving Pounds 30 million over three years will inevitably have an impact on many of those services used by local people. A few weeks ago we had an all-day conference for all 74 of our elected councillors to start the process of examining the options.<

Cooking Chemistry

Periodic tables. Bunsen burners and lab coats aside, Shirley Corriher, biochemist, chef and cookbook author, says knowing a little chemistry goes a long way in the kitchen. Cooking is essentially chemical reactions, she explains. Take chopped red cabbage, for example. Put it in a hot pan and the heat breaks down the red anthocyanine pigment, changing it from an acid to alkaline and causing it to turn blue. Add vinegar to increase the acidity, and the cabbage is red again. Baking soda will change it back to human hair extensions blue.

And the green banana that turned overripe overnight in the fruit bowl? Blame it on ethylene gas, Corriher says, which is given off by apples and even bananas themselves. But don't be too harsh on the apples. Put one of them in a paper bag with an unripe pear and it will ripen overnight.

"I don't like food that's too carefully arranged; it makes me think that the chef is spending too much time arranging and not enough time cooking. IfI wanted a picture I'd buy a painting."

Babylon Circus festival favour

THE energy of French group Babylon Circus made it a clear crowd favourite at Womad.

The band's fusion of ska-punk, funk, Afro-beat and humour commanded most of the attention with the first show on Saturday at the Brooklands Stage followed by a packed Bowl performance yesterday.

Singer David Baruchel was on his knees and up again to the instruments of his band mates, flitting around the stage with wild abandon.

And the crowd couldn't get enough, cheering and dancing.

"They are not good - they're awesome," said one onlooker.

The weekend's performances marked the band's first time in New Zealand and Baruchel and fellow singer Manu Nectoux said afterwards it would not be the last. "We had the opportunity to come to a place where we are definitely un-famous and to prove everything we have got," Baruchel said.

"After what happened here we will keep in touch."

Nectoux said the band was taken aback by the enthusiasm of the audience.

"It is a gift," he said.

"There are so many different people and different generations we meet and we really like to have a dance with them.

They said they enjoyed every minute of Womad and were keen to travel back to New Zealand again to take a real look around the country.

Euro horror show

BEESTON bowed out of the Euro Hockey League as they crashed 3-1 in a second-half horror show to Belgian side KHC Leuven in Rotterdam.

pandora beads

What made the defeat all the more disappointing for the Bees was they had beaten the same team 3-0 in the Pool phase in Paris, in October Irishman Phelie Maguire scored a crucial goal for the Belgians, with Argentina international Juane Garreta and Patrice Houssein also finding the target.

Beeston started the match stronger and took the lead in the 28th minute through Andrew Monte from their only penalty tissot automatic corner of the match, giving them a huge boost as they approached half time.

The Bees also looked to have won another corner on the stroke of half-time but failed to register the video umpire referral before the half-time hooter sounded.

The second half was a different affair. Leuven equalised two minutes after the break with a low penalty corner flick from Garreta.

The Belgium side drove on and took the lead four minutes later, from a right wing cross deflected home by Houssein.

Leuven sealed the victory in the 69th minute when Maguire rounded Beeston keeper Pinner.

Beeston now look forward to the England Hockey League Championship matches which start on April 24. England's top five sides compete for the League title and the three Euro Hockey League slots in next year's EHL competition.

Former Falls worker admits sel

A former Niagara Falls Water Board employee who was charged with selling cocaine out of his city truck last year pleaded guilty Friday in Niagara County Court.

Tory Burch

Rodney J. Ingram, 44, of Pine Avenue, admitted to third-degree criminal sale of a controlled substance and was scheduled for sentencing Dec. 10 by Judge Matthew J. Murphy III.

Murphy could sentence Ingram, a second-time felon, to as long as 12 years in prison. However, after huddling with the attorneys in the case, Murphy agreed to sentence him to something between two and five years.

Ingram specifically admitted to a crack cocaine deal with an undercover state trooper on Dec. 8 in the home he was living in at the time on 70th Street.

However, the original indictment also included a charge for selling crack from his city truck Dec. 16. Assistant District Attorney Susan B. Bjornholm said Ingram was arrested after police carried out a search warrant Miu Miu handbags on the truck.

The arrest, in a city sewer vacuum truck, occurred Jan. 21 near the intersection of Buffalo Avenue and 68th Street. Ingram had 4.2 grams of crack with him at the time, police reported.

Ingram had worked for the city for 22 years, but was suspended from his job after the arrest.

In another case before Murphy Friday, Tommie B. Brown Jr., 35, of LaSalle Avenue, Niagara Falls, pleaded not guilty to two counts each of second-degree burglary, petit larceny and fifth-degree criminal possession of stolen property.

Co-defendant John Pollock, 28, of 25th Street, Niagara Falls, skipped a scheduled arraignment Tuesday on the same charges, and an arrest warrant was issued.

His sister Christina M. Pollock, 20, of Ninth Street, already has pleaded guilty to petit larceny in Niagara Falls City Court. The trio is accused of breaking into a Falls Street apartment at least twice last October, Assistant District Attorney Charles F. Pitarresi said.

In another arraignment Friday, Simeon D. Mokhiber, 30, of Moore Road, Lewiston, was hit with a double-barreled DWI indictment.

Mokhiber pleaded not guilty to misdemeanor driving while intoxicated, a lane violation and leaving the scene of a property- damage accident, stemming from an Aug. 11, 2009, collision at Niagara Street and John Daly Boulevard in Niagara Falls.

He also denied charges of misdemeanor DWI, first-degree aggravated Fendi wallets unlicensed operation and refusing a breath test, filed after a Jan. 27 traffic stop in North Tonawanda.
